Overall Responsibilities

Qualifications
1. College degree in purchasing or related field;
2. Three years experience in procurement;

5. Experience in a USG or donor funded project or NGO preferred;

Duties and Accountabilities
The specific duties and responsibilities of the ETC-FM will be agreed with the RFMM. The ETC-FM will work under the close supervision of a Senior FMS and will contribute to the following tasks:

• Assessing the adequacy of the Borrower’s project financial management systems and their ability to manage and monitor World Bank financed projects. This includes budgeting, policies and procedures, internal controls, accounting, financial reporting and auditing;
• Assisting the Borrower and the World Bank Task Team members on financial management requirements, including monitoring and reporting issues;
• Carrying out supervision work to ensure that projects financial management systems are functioning appropriately, including the periodic review of project financial management reports for financial performance;
• Assessing the selection and engagement of auditors, ensuring their suitability including their independence, and competence to perform; and ensuring that the borrower provides auditors with all the relevant information (including Terms of Reference and the Bank’s own requirements) necessary to carry out their engagement;
• Reviewing interim financial reports and audited project/entity financial statements, monitoring borrower compliance with financial covenants including audit compliance, ensuring adequate communication with borrowers in respect of audits and enters data on auditing and accountability issues in the Audit Reports Compliance System; and
• Other activities, as agreed with the RFMM.

Selection Criteria
The candidates should have a Bachelors degree in accounting, business, finance, economics, or related subject, a professional accountancy qualification (ACA or equivalent) and at least 5 years audit experience. Public sector experience would be an advantage. In addition, the candidate should have the following qualifications:

• Knowledge of the application of accounting, auditing and financial reporting systems and software packages;
• Ability to review, analyze and evaluate financial statements and audit reports in diverse sectors and circumstances;
• Knowledge of International Financial Reporting Standards, International Public Sector Accounting Standards and International Standards on Auditing;
• Experience with internal control systems and procedures (including familiarity with COSO), with the ability to assess such systems and recommend remedial action where necessary
• Proven analytical and problem-solving skills and a proven ability to apply these in gathering, recording and summarizing financial and other operational data;
• Experience in auditing and knowledge of what to do with respect to qualified audit reports and matters arising from management letters;
• Capacity to function as a member of a diverse, multi-disciplinary team in a matrix and decentralized environment;
• Ability to work flexibly on a range of assignments, adjust to and prioritize a variety of complex evolving tasks and under pressure to meet deadlines;
• Effective interpersonal skills to work with colleagues, clients and donor counterparts;

UNICEF Nigeria is recruiting for Warehouse Assistants who will be responsible for the receipt, safekeeping, distribution, monitoring, data based documentation and inventory management of all programme and administrative supplies received at UNICEF transit warehouse, Lagos.

The successful candidate will be expected to carry out the following duties

1. Assist in implementation of the supply component of the Nigeria country programme including procurement and distribution of supplies to field project sites. Liaise with Supply Section in Country Office, Abuja on all supply related issues.
2. Coordinate with project officers in the preparation of appropriate documents: supply requisitions (PGMs), purchase orders, etc., according to procurement specifications and procedures. Maintain an up-to-date supply progress control system, maintain filing system, register all correspondence and contact for suppliers.
3. Undertake local procurement, request quotations, prepare purchase orders, issue all correspondence on procurement and check and verify all sundry invoices for payment. Maintain suppliers’ file.
4. Assist the Operations/Programme officers with logistics planning and facilitate efficient storage and distribution of supplies and equipment to end-users from field warehouses. Maintain, prepare reports and update the field warehouse inventory.
5. Undertake field visits to project sites to inventory and monitor supply inputs as may be required. Propose corrective actions to improve logistics procedures.
6. Collect information from records and reports and prepare periodic and ad hoc reports on project activities.
7. Maintain Programme Manager System (ProMs), supply monitoring system, participate in preparation of ProMs generated supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc. Participate in the briefing and training of project personnel.
8. Visit manufacturers to access their supply potential and develop current market research for potential manufacturers on specific items. Participate in the evaluation of suppliers’ performance on the basis of products against quality, price and delivery criteria.
9. Liaise with Country Office Supply Section in facilitating clearing of delivery of Field Office supplies in Lagos.

Minimum qualification and competencies

- Completion of secondary education. First university degree or its equivalent in warehousing/inventory management or in business administration with special training in warehouse/inventory management.
- Six years of progressively responsible experience in the management of warehouse and inventory with some experience in supply and logistics. Experience from big and reputable institutions, an asset.
- IT Skills – Computer literacy and the ability to effectively use standard office software tools and other office technology to produce reports, create documentation and maintain electronic filing systems. Ability to use softwares for inventory management is required.
- Fluency in English is required. Knowledge of local language of the duty station is an asset.
- Communication, working with people and drive for result.
- Analyzing.

- Planning and organizing.
- Knowledge in inventory management, monitoring and reporting particularly for programme implementation.

Participate in oversight of the technical administration and management of all mission critical voice communications systems and services of the Bank.

Ensure that telecommunications equipment and services are maintained and continue to operate according to service level agreements, both with vendors and the Bank’s client.
Manage the Bank Private Automatic Board Exchanges (PABX) and ensure that equipment functions correctly and that information is safeguarded.
Assist with the migration of the Bank’s telephony infrastructure to an IP-based platform (the Integrated Communications Platform – ICP project), including implementation, integration, training and roll-out of endpoints
Oversee the backup of Bank call record and billing information as well as the information transfer between the PBX and automated information systems.
Coordinate the connection/disconnections as well as transfer, maintenance and repairs of phone, fax and telex machine including services with the local telephone companies and users.
Completes the evaluation of hardware and software for adoption within the Bank's computing environments, providing technical expertise with emphasis on telecommunications technologies.
Represent the ADS in corporate and inter-agency forums related to configuration management activities, with emphasis on telecommunications technologies e.g., AGIP seminars etc.
Provide leadership for corporate teams assembled to deal with telecommunications problems of common concern or to find ways of avoiding such problems; to determine ways of improving service to corporate and other established offices.
Translate user requirements into specifications and standards for inclusion in procurement contracts and in evaluating equipment and software proposed for inclusion in contracts; advise the Corporate Computer Security Officer in dealing with issues of electronic security for computing systems.

Objectives

The Anti-Corruption and Fraud Investigation Division shall have the overriding mandate to undertake unhindered investigations into allegation of corruption, fraud and malpractices or suspicions thereof. The Division shall direct and control comprehensive investigations into allegations of fraud, corruptions and other misconduct as defined in the Guidelines for Preventing and Combating Corruption and Fraud in the Bank’s Group Operations as well as other Bank’s pronouncements without regard to the suspect’s position, status and relationship with the Bank. In undertaking investigations, the Division shall maintain the highest standard of professional proficiency and integrity; and, shall be guided by ethos of confidentiality, fairness, equity and due diligence.
To achieve its mandate the Division is directly supervised by the Auditor General and shall be empowered to:

Manage and operate procedures and mechanisms for ensuring confidentiality of the hotline facility, protection of whistleblowers and anonymous reporting of corruption and fraud within the Bank and in activities financed by the Bank in Regional Members Countries (RMCs); Receive, screen and investigate allegations or whistleblowers on fraud, corruption and malpractices or suspicious thereof, in the Bank activities financed by the Bank;
Report regularly to the Office of Auditor-General (OAG) on the allegations received and screened and their investigations status; Undertake risk assessment in relation to Fraud and corruption for the purposes of recommending anti corruption and fraud controls; Conduct fraud and corruption awareness and publicity in RMCs and relevant training of Bank’s employees and external partners;
Monitor the implementation of investigation recommendations and report the status to OAG; Recommend debarment and imposition of sanctions against individuals, firms and companies found to have engaged in corrupt practices.

Duties and responsibilities

Under the General supervision of the Division Manager and the direct supervision of the Chief Investigator, the Principal Investigator Officer has responsibility for:

Leading Investigation Teams to conduct investigations into allegations of corruption and fraud concerning Bank-wide activities and operations within and outside the Bank; planning investigations and determining investigation objectives, scope, criteria, methodology to be used as well as staff and budget resources required to accomplish the assignment;
Supervising the field work, controlling evidence and data collection and reviewing documents and information gathered in the course of an investigation to ensure that investigation objectives achieved, evidence protected and adequately support the findings, conclusions and recommendations of the investigation; coordinating the processing of allegations of fraud and corruption and providing regular tracking to the Manager;
Preparing and editing required written outputs of the highest quality with logical and clear presentations of investigative findings;
Conducting fraud risk assessment and prevention efforts in the bank; reviewing the results of preliminary inquiry to determine availably of sufficient evidence of wrongful conduct or irregularity to warrant comprehensive investigation; conducting specially sensitive and complex interviews and investigation;
Conducting pro-active reviews aimed at detecting and preventing fraud or corruption in Bank operations in collaboration with relevant units within the Bank and member countries; monitoring the implementation of investigations recommendations to prevent re-occurrence of such irregularities and safeguard the assets and image of the Bank;
Preparing Quarterly Activities Report containing the status of allegations, preliminary reviews and assignment progress for the attention of the Manager; preparing the Annual Reports of the Division under the supervision of the Chief Investigator.

Selection Criteria

Including desirable skills, knowledge and experience

At least a Master’s degree or equivalent in Law, Criminology, Audit or any related fields; a professional qualification in Fraud Examination would be an added advantage;
At least 6 years of substantial professional experience in investigative work, preferably investigation relating to fraud and corruption in public or private sector, including criminal prosecutions or defence work, internal fraud /corruption and misconduct investigations in a corporate or government setting, tracing stolen funds etc;
Strong ability to communicate; write, present and clearly defend findings and recommendations of investigations; strong organisational and analytical ability, attention to detail and ability to work independently and manage challenges; integrity and strong interpersonal skills and ability to provide team leadership and to develop trust and demonstrate fairness; strong interviewing skills, capacity to influence and win the confidence of difficult witness; ability to communicate and write effectively in English and/or French with a good working knowledge of the other language;

Sourcing for and marketing the Training services of the Centre.
Obtaining apprenticeship training approval on twice yearly basis from the Industrial Training Fund.
Supervising the activities of all the Trainers and other staff of the Training School.
Designing and developing Technical Training programmes based on both the organization’s needs and individual needs.
Producing in liaison with the Manpower Planning and Development Manager training materials for in-house courses.
In liaison with the Manpower Planning and Development Manager, manage the delivery of training and development programmes outside Technical Training matters.
Ensuring that statutory training requirements are met.
Keeping up to date with developments in training by reading relevant journals, going to meetings and attending relevant courses.
Qualification & experience

Candidates should possess a good first degree in the Social Sciences, Humanities, Applied Science or Law.

IITA is a non-profit organization with over 130 internationally recruited scientists. The Institute has programs in many countries of sub-Saharan Africa. IITA scientists from about 35 countries work in partnership with national agricultural agencies to increase food production in tropical Africa, and ultimately to raise the productivity and income of small-scale farmers in an ecologically sustainable way.

Responsibilities: Reporting to the Senior Scientist –Sustainable Tree Crops Program (STCP), the candidate’s primary responsibilities are:

Develop a conceptual framework for analyzing and evaluating the institutionalizing of farmer training approaches involving tree crops
Develop indicators for monitoring the process of institutionalizing farmer training approaches
Develop guidelines and procedures for evaluating suitable institutions for scaling up farmer training approaches
